Welcome to the BB forums! 
You can actually set the capability that is required for BB under Settings > Page Builder > Editing. If the user’s role doesn’t have the capability set there, he won’t be able to move, add, or delete modules/columns/rows. He can only edit the content provided his role has the capability to do so, e.g., edit_pages.
If you want to add new roles, edit the existing capabilities, you can use the plugin User Role Editor. I’ve used it before and it works just fine.
