A left side, flyout meny, with hoer effect - what will you recomend?

Hello, I am new and trying to build a web page. A desire is menu on the left side as “fly-out” with hover effect. Is this like a plugin or a theme? I ahr searched low and high but not found it. Can you help. / Kim
