I have a page I am building which has a full screen image in the background and a row with four columns across the fixed-width content area. Once there is content in any of the columns I am no longer able to hover over the column while in page builder and access the menu to adjust parameters.
Is this a bug or is it intentional? Or am I missing something?

Are you trying to adjust the parameters on the column and not the module? If so, you can click on this icon(see screenshot) on the blue bar.
